Amelia Headley LaMont, Esq.
Executive Director
Amelia Headley LaMont is an attorney and has served as the Executive Director of DRCVI since 1996. In that capacity Amelia oversees all activities relating to case management, training and outreach, fiscal management, personnel management, and program development.
Amelia also worked as a staff attorney with Legal Services of the Virgin Islands for seven years where she had a concentration of cases in the areas of housing, employment, income maintenance, education and disability rights. She was engaged in the private practice of law for five years and worked as an instructor at the University of the Virgin Islands’ Paralegal Studies Program for 10 years.
Amelia is a member of the board of directors of the St. Croix Country Day School. She is a former board member of the National Disability Rights Network (NDRN). She had also served on the District Court Magistrate Merit Selection Panel, the Board of Governors of the V.I. Bar Association, V.I. Legal Assistance Foundation, Inc., Women’s Coalition of St. Croix and Legal Services of the Virgin Islands. She attended New York University from 1973-1975, and she is a graduate of Queens College, CUNY and Howard University School of Law.
Archie Jennings, Esq.
Managing Attorney
Archie Jennings began his legal career as an attorney with the Legal Aid Society in the state of Ohio where he represented hundreds of clients in cases involving employment, elder law, housing, transportation, and neighborhood economic development.
In 1982, Archie joined Legal Services of the Virgin Islands as the Litigation Coordinator for a period of 4 years, where he spearheaded class action litigation covering such matters as special education, housing waiting lists, health care services and income maintenance issues. Archie was then engaged in the private practice of law from 1986. In 2004, Archie joined DRCVI as its Managing Attorney. In addition to handling cases, he is responsible for the supervision, training, and skill development of the DRCVI advocacy/outreach staff.
He is a certified mediator and a graduate of Ohio Wesleyan University where he majored in economics. He holds a Juris Doctorate Degree from the University Of Denver College Of Law.
Zulma Turner
Outreach Specialist
Zulma Turner has been associated with DRCVI for 19 years. She was initially hired as an advocate. She now performs the duties of an outreach specialist who is responsible for the development and coordination of self-advocacy and rights training events. In addition, it is her responsibility to monitor issues, trends, and practices that affect the ability of DRCVI to conduct its outreach activities in a variety of community settings. She holds a B.A. from Antioch University where she majored in Human Services. Meet Our Advocates
Vincent R. Anderson, CPA
Fiscal Administrator
Vincent Anderson has been responsible for the management of DRCVI’s fiscal affairs since 1996. Vincent provides and directs procedures and systems necessary to maintain proper records to afford adequate accounting controls and services. He prepares and submits required financial reports to Federal funding agencies and oversees budgeting, audit, tax, accounting, purchasing, payroll, and insurance activities for DRCVI. He is a member of the American Institute of Certified Public Accountants. He is a Certified Public Accountant in the U.S. Virgin Islands and the state of Minnesota.
Jane Charles
Intake Specialist
Jane Charles has been affiliated with DRCVI since 1994. She initially joined the agency as a receptionist/secretary and was later promoted to the position of intake specialist. Jane has worked in that capacity for twelve years. Jane responds to telephone and in-person requests for services and refers callers to appropriate emergency back-up staff. She has done course work at the University of the Virgin Islands.
Kishma Creque
Administrative/Legal Assistant
Kishma Creque has been with DRCVI since January of 2006. Before joining DRCVI, she worked as a legal secretary for six years.
Kishma is a principal assistant on administrative matters. She prepares memos, correspondence, reports, legal and other documents as requested. She is a graduate of the Charlotte Amalie High School.
